On the afternoon of July 14, Xiao Chuncai, a villager from Team 10 of Dongsheng, Shuaijun Town, Huarong County, Yueyang, Hunan Province, was chased by two traffic officers from the Fourth Traffic Police Squad of Huarong County to the doorstep of his home for riding a bicycle without a helmet.
